OVERVIEW

The Executive Director works closely with the HEDC Board of Directors and local elected officials to orchestrate an environment conducive to attracting new economic investment in Hancock County and retaining or expanding existing businesses for the purpose of creating new jobs and enhancing the County’s long-term tax base.

A healthy working relationship with all governmental units is paramount to success in this position. The overall objective is to create a business environment conducive to the attraction of new businesses and retention of existing businesses in Hancock County.

DUTIES AND RESPONSIBILITIES

  • Direct County economic development initiatives.
  • Proactively cultivate and secure new economic investment in Hancock County with the assistance of local, state, federal, and various public/private groups.
  • Assist existing businesses with expansion opportunities.
  • Work with the appropriate government officials to ensure that all local Hancock County communities are prepared for current and emerging economic opportunities and demands.
  • Provides assistance in the development of short and long-term economic and community development plans, as well as the gathering of information and preparation of studies, reports, and recommendations to achieve such goals. This will involve the preparation and maintenance of information on utilities, taxes, zoning, transportation, community services, financing tools, and incentives, in order to respond to requests for information for economic development purposes, and the coordination with other departments and agencies as needed.
  • Provides professional economic development advice, assists in the application and permitting process, and serve as an advocate for economic development in line with the Hancock County Comprehensive Plan, zoning ordinances, and goals as established by the County and local units of government.
  • Provides information and/or makes presentations to County Commissioners and County Council members, City and Town Councils, boards, commissions, civic groups, businesses, individuals, and the general public on economic development issues, programs, services, and plans.
  • Becomes familiar with the existing inventory of available buildings and business and residential development sites within the community. This will include both public and private buildings and land areas.
  • Serves as a member of economic development groups or task force that promote economic and community development at the local, State or Federal level, as deemed necessary or appropriate.
  • Monitors legislation and regulations relating to economic development, and report findings.
  • Attends professional development workshops and conferences to keep abreast of trends and developments in the field of economic development, and to represent the interests of the County.
  • Provides assistance to local Redevelopment Commissions as needed.
  • Oversees the application and compliance processes for the tax abatement system in Hancock County. Supply annual reports to the County Council on companies that receive abatements.

MENTAL AND PHYSICAL REQUIREMENTS

  • Ability to work as a team member.

  • Works independently and is accurate, efficient and organized.
  • Stand, walk, sit, reach with hands and arms, climb, balance, stoop, kneel, crouch or crawl occasionally. Work may require some reaching over head, kneeling, climbing ladders, and frequent bending and walking on uneven surfaces. Lift and/or move up to 50 pounds occasionally.
  • Specific vision abilities required by this position include close vision, distance vision, color vision, peripheral vision, and the ability to adjust focus.

ADMINISTRATION

  • Creates and executes action plans to implement the annual HEDC goals, objectives, and strategies as established in cooperation with the HEDC Board. Progress updates of such action plans to be provided regularly at HEDC Board meetings.
  • Proposes an annual budget to the HEDC Board.
  • Conducts effective office management, including supervision of staff positions. Works collaboratively with staff to assign key tasks, identify key contacts, establish time periods for project completion, establish time periods for project completion and budgets, establish goals and objectives and assist staff in meeting targets.

MARKETING AND PUBLIC RELATIONS

  • Promotes community awareness of economic development issues.
  • Creates and distributes professional marketing materials to represent HEDC and the communities we serve.
  • Oversees regular maintenance/updating of the HEDC website.
  • Proactively targets and contacts desired new industry prospects.
  • Promptly responds to all project inquiries.
  • Facilitates negotiation of new or existing industrial growth projects with the appropriate governmental entities.
  • Cooperates with the Indy Partnership and the Indiana Economic Development Corporation as additional resources for securing new business attraction opportunities.
  • Create, implement, and achieve annual fundraising plan.

EDUCATION, EXPERIENCE AND TRAINING

  • Graduation from a four-year college or university, preferably with specialization in economic and community development or a related field; or any equivalent combination or experience and training.
    Considerable knowledge and experience in business development, community and economic development.
  • Working knowledge of municipal zoning and infrastructure, and planning programs and processes.
  • Demonstrated experience or knowledge of construction, land development, and property maintenance.
  • Knowledge of applicable state and local codes related to economic and community development.
  • Ability to communicate effectively to groups and individuals, engineers, architects, contractors, developers, businesses, supervisors, employees, and the general public.
  • Proven ability to establish working relationships with other organizations and economic development practitioners.
  • Ability to prepare and analyze reports and data, and have skill in the operation of necessary tools and equipment, i.e. computer, word processing, spreadsheet software, and general office equipment. (Experience in Microsoft Office products, specifically Word, Excel, and Outlook required)

WORKING ENVIRONMENT AND CONDITIONS

  • Works both in the office and in the field where frequent exposure to various weather conditions and physical hazards associated with construction sites and other inspection areas are to be expected.

REPORTING STRUCTURE

The Executive Director reports to the HEDC Executive Committee and the current HEDC Board Chair.
